We partner with and enable civil society, governments, and the private sector for the greater good of the region.Position OverviewPADF seeks a Project Director to be based in the Dominican Republic for a 5-year USAID-funded program to reduce threats to coastal and marine biodiversity in priority areas in the Caribbean. The Activity will enhance climate resilience and human well-being of local communities, women, youth, and other marginalized groups while supporting the sustainability goals of large-scale tourism actors. The ideal candidate for this senior-level position has a proven track record of leading and achieving or exceeding results on large-scale USAID- or donor-funded programs, ideally regional in nature. The Project Director will provide strategic leadership and technical and operational oversight across all program activities and will bear primary responsibility for the achievement of the program’s technical objectives, the effective management and development of staff, adherence to the budget, and timely and accurate completion of reporting and contractual requirements.The Project Director will serve as the institutional liaison with USAID and will interact daily with project staff in the Dominican Republic, Jamaica, Haiti, Barbados, and Trinidad and Tobago in addition to regional thematic teams and project staff based in Washington D.C.Priority consideration will be given to applicants authorized to work in the Dominican Republic.Essential duties and responsibilities
  • Lead and support the delivery of all program activities, overseeing all technical leads, and reviewing major deliverables for quality, relevance, and impact.
  • Act as the primary counterpart and direct liaison for the program’s Contracting Officer’s Representative, providing timely responses for the program, its technical and operational team, and any subcontractors on program progress, results, activities, and ongoing work.
  • Determine the specific responsibilities allocated to technical and operational staff, develop a program structure that facilitates information flow and work completion, and provide and sustain an overall vision of success that fully engages stakeholders and staff.
  • Communicate with the relevant public and private sector counterparts, including partners, businesses, governments, donors, and other stakeholders to drive program objectives.
  • Manage program staff members and align the technical skills of staff to program outcomes and delivery of work products.
  • Supervise the preparation of workplans and progress reports, guide the development of operational procedures and processes, and approve final versions of the program budget.
  • Oversee the program startup and closeout phases.

Required Qualifications
  • Master’s degree or equivalent in business administration, international relations, law, environmental sciences, coastal marine management, natural resource management, community development, or similar.
  • At least ten (10) years of project management experience, including within the Caribbean region.
  • At least five (5) years of experience managing large-scale grants/cooperative agreements, especially those focused on biodiversity, private sector engagement, and/or climate resilience.
  • Demonstrated experience in one or more of the following technical areas: financial services, marine biodiversity, blue economy, eco-tourism/sustainable/regenerative tourism, natural resource management, business administration, public-private partnerships, enterprise development, financial services, and/or another related discipline.
  • Understanding of constraints to increased investment in marine biodiversity by private sector entities, particularly large-scale tourism actors in the Caribbean region.
  • Proven track record of building and managing senior client and partner relationships and representing programs to high-level Government officials.
  • Proficiency in written and verbal communication in English and Spanish.
Desirable
  • Previous USAID, USG and/or other donor experience is preferred.
  • French proficiency is desirable.
